The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the bleak nature of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are issued from multiple capitals. Considerable effort is expended on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from enemy soil, a ability enabled by current data. From witness perspectives, military aircraft that had been deployed to counter approaching guided weapons flew past – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems engaged: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably provided by partner states. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into sober acceptance: perhaps the hostile projectile won't hit its mark this time, sparing the city from ruin and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun fired at a drone close by, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the hostile drone – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv faced the early updates: several casualties, destruction and utility failures in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's essential dependence on Western support – a reliance that European nations are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The 28-point plan from US administration sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new approach from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This trend will, undoubtedly, continue.

Political Considerations

It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. Washington works based on a premise well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is impossible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through statements or actions, from assuming that the situation will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but averting a entire defensive failure until circumstances change in its favour.

Current Realities

Realistically, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be much harder after current events, it remains very improbable that this will modify their basic position.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
